The project of first permanent defense line of Vladivostok fortress was designed by well known Russian military engineer, Professor of Nikolay's Engineer Academy Colonel K. I. Velichko. The general direction of this line was ordered by the War Minister General of Infantry A. N. Kuropatkin. The line gone from Amursky to Ussuriisky bay across the Muraviev-Amursky peninsula on the distance about 3-5 km from Golden Horn Bay. K. I. Velichko proposed to construct the line as a fence from ground wall and moat disrupting by a series of strongholds.

It was proposed to construct the Fort # I (former fort North-Eastern, later Fort Count Murawiev-Amursky), Fort # IV (Fort Suvorov) located in 2 km forward from main defense line, Strongholds ## 1, 2 and 3 (Fort Linevich), Redoubts # 4 and 5 and also Lunettes ## 1, 2 and 3 and positions for the fortress artillery. On Russian island there were designed Fort # V on the Russians mountains (Fort of Russians) and Stronghold # 4 (Fort Pospelov) at Saperny peninsula.

February 18, 1900 the project was approved by Imperor Nikolay II. The project was realized mainly in 1900 - 1904 except of part of the fence across First River valley. The chiefs of construction were the Builder of Vladivostok Fortifications Colonel S. F. Chizh and the Chief of Engineers of Vladivostok fortress Colonel V. I. Zhigalkovsky later become the builder of fortifications.
